If it is pertenant to the job at hand, Then Yes they can. They get a note stating Will It Was That expunged, But it is still there for them. If you have nothing to do it With The job (not related to theft, abuse or Neglect, sexual assault, etc), Then You Should Be Fine. If it is related to the job, Then I think you want to May Find Another field to go into.

No. Expunge Records Have Been Destroyed by the court ordered in Which You Were convicted. If someone you have not expunged Them, They are open to a civil suit. Hopefully, you Kept a copy of your expungement paperwork.
